encode_utils

Tools that are useful to any ENCODE Consortium submitting group, as well as the general community working with ENCODE data. Library and scripts are coded in Python.

Additions in master (will go into next release):

• Updated connection.Connection.before_post_file() such that it will calculate file_size now in addition to md5sum. Updated connection.Connection.upload_file() such that whenever the md5sum needs to be set, then file_size will also be set.
